April 19
Call to Order: Carol Elliot
- Call to order with a reflection on the recent tragedy at Virginia Tech and a reminder of what constitutes community
- Community is made up of students, faculty, administrators, city, state and nation
- Thoughts and prayers are with the larger community
- VEISHEA is the 150th Kickoff for ISU
- Schedule changes to the business meetings are due to VEISHEA activities the council is scheduled to attend
- Brief self introduction of all present
Dean Whiteford remarks included:
- Welcome to all and introduction of the beginning of the ISU 150th Celebration
- VEISHEA is the official kickoff for a full year of university celebration of the ISU Sesquicentennial
- State of the College
- Power point presentation featuring various faculty and programs
SHORT BREAK
Budget Model Report Update – Doug Epperson
Doug gave an update and overview of the budget model including the following:
- Is a Responsibility Model
- Will align revenues with performance and expenses
- Will create incentives (non state revenues)
- Enrollment based
- External research dollars increase
- Carryover dollars – can save for strategic event/s
- Allow multi-year budgeting
- Jan 22 Report and feedback went directly to the president
- President accepted the report and recommendations and charged the provost to implement the recommendations
- Will be fully implemented by FY 2010
Bioeconomy Initiative – David Oliver
- Iowa is poised for radical changes in state economy and in rural areas due to bioeconomy initiatives
- Iowa and ISU are behind a bioeconomy initiative that will affect crop use from feeds to biofuel
- ISU poised to provide a science research base for the transition of corn/grain base to biomass based economy in Iowa
- Will provide scientific expertise and will also assist, ameliorate and deal with growth economically, socially, will record stories of transition
- ISU just received notice of 22.5 million in research money from Conoco/Phillips
- Impacts will be many and ISU will be assisting in all aspects
Schedule for Dean's Council
Dave Gieseke covered the schedule for Friday, packet information and the VEISHEA tent maps. LAS has 11 tents on campus. Also covered was the upcoming fall 07 Council schedule.
- There was no alumni report, but Dave discussed the first Hugh Sidey scholarship to a Greenlee student event at the White House in January. Scott Stanzel (Greenlee grad) now an deputy press secretary at the White House, gave a tour to those attending from Iowa State.
- Political Science has announced a scholarship in honor of Jim Socknet and a World Bank internship was announced
National Campaign – Alsatia / Doug van Howeling, LAS national campaign committee member
- Campaign Kickoff announcement at a later date
- LAS target is focused to provide dollars for the following uses
- Faculty – to retain and create more faculty chairs
- Student – for international, scholarship, merit
- Programmatic – changes/additions to programs
- Capital Projects– for building, special projects
- There are other several other large proposals on the board, committees still need to meet on these proposals
Foundation presentation – Alsatia Mellecker

- FY 07 goal was $7million; reached $6 million at the half year point and increased goal to $10 million
- Some recent notable gifts included:
- $1.5 million for Computer Science/Engineering Science,
- $100,000/yr support for chemistry,
- Lectureship of $50,000 for Greenlee

- Fall 06 minutes approved
- Mark Fleming is current Chair elect and will serve as Chair next year
- Members with terms due to expire: inform Dave Gieseke if wish to serve another term

- Discussion featured on the following points:
- What is the image/message to convey?
- Who are the markets?
- Why focus on College -- Its importance to the entire university
- Market Focus Positive/Proactive through print and electronic communications

Reconvene Council:
Guest Speaker – John Maranowski, Director of Science and Society Institute (SSI):
- Power Point Presentation Highlights:
- Impacts of Bioeconomy Expansion in Iowa and U.S.
- Many areas are under expansion with the Biolabel
- Biopolymers – convert ferment byproducts to PHAs; (Corn into carpet fibers)
- Biomass feedstocks and Biorefining: convert to biodegradable polymers and energy
- Methyl Esters – conversion of soy oil to bio diesel
- ISU will have first interdisciplinary MS or PhD graduate degree in biorenewables in the nation; currently being developed
- Iowa is a current leader in ethanol production
- Formula for breakeven point of corn costs vs gasoline prices by the barrel, tax credits and low gasoline prices will affect ethanol feasibility
- Implications of a Bioeconomy
- Energy security will be a factor
- Quality of Life
- Local growth and development rural Iowa
- 6000 current jobs from ethanol production
- Water quality and quantity
- Air quality
- Greenhouse emissions may rise
- Food, Feed and Fuel tradeoffs
- May affect national livestock exports

- Biomass products/ethanol a first step, not a last step
- Will need to move to other forms of fuel in future
- Wind power in Iowa is on the rise
- E 85 will not increase conservation and must compete with the hybrid engine
- Technology expected to change rapidly

- Office of Biorenewable Programs
- Conduit to respond to companies and researchers needs
- Providing interdisciplinary research and participation at ISU
- Bring expertise in economics, sociology, psychology to expanding communities
Wrap up of session:
Overview of meeting
- Exciting meeting, more members in attendance, new members engaged in meeting
- Deans and staff create environment for frank discussions
- Great to see new ideas developed with the dialogue on marketing
- Informative discussion – able to see a full picture
- Make ISU competitive within the state and industry
- Helpful to know the University and College functioning
- Enjoyed the history & dedication of Morrill Hall
- Most productive meeting have attended
- Fascinating discussions: great staff, foundation, faculty and LAS, feel very welcome
- Consider the Council advocates for LAS, the role is to assist
- Consider a LAS competition among students: competition is a great motivator
- Doorway to the world: great concept, motivates feeling and expansion
- Budget Model sounds very good, should move forward quickly
- Discussion of Biofuels – can be a great risk, will depend on other fuels
- Very productive meeting with timely subjects
- Other colleges at the university need a successful LAS to stay successful themselves
- Enjoy seeing all the council members and interaction
- Tactical first steps have been taken; very productive meeting
- Points today were very good
- Also utilize pool of retired LAS faculty
- Communicate message using many forms and levels
- Feel that Council met their charge today by being able to brainstorm, use their areas of expertise and contribute
- Thank Carol for her leadership
- Council is concerned about the 1% cut. The loss of faculty can potentially impact departments, college and accreditation
