    Dwight Ink was the first person to graduate from Iowa State University in the Department of Government in 1947.

    He continued his studies at the University of Minnesota where he received his degree in public administration. While in Minnesota he did an internship in the office of the Mayor Hubert H. Humphrey.

    His first job was as city manager for Fargo, N.D. From city government he went to the Federal Bureau of Reclamation, then shifted to the Atomic Energy Commission during the Korean War. At the AEC he worked at tracking H-bomb material at Savannah River to development of naval and space nuclear development. He also worked in the area of nuclear test bans under Presidents Eisenhower and Kennedy.

    President Lyndon Johnson deployed him to Alaska in 1964 where he supervised the reconstruction of Valdez after the devastating earthquake. He also helped establish the new Department of Housing and Urban Development. Dwight served in the New Federalism programs under President Nixon and was assistant director for executive management in the Office of Management and Budget. He also helped set up the Environmental Protection agency. In the Ford Administration, he managed oil conservation after the Arab embargo and served as acting administrator for the General Services Administration.

    Between 1976-80 he was director of American University's Center for Local and State Government and Director of the Continuing Education Office.

    President Carter appointed Dwight as executive director of the President's Personnel Management project and was instrumental in the design of the Civil Service reform, the first major overhaul since 1883.

    Under Ronald Reagan, he became the post head of the Bureau for Latin America and Caribbean region of AID.

    During his years in Washington, Dwight served in federal policy positions ranging from urban affairs, environment and energy, education and anti-poverty to foreign aid, arms reduction and disaster reconstruction. He retired in 1993 as president of the Institute of Public Administration IPA.
