Joe Royce winner of Iowa State public service award

Joe Royce, coordinator of the Iowa Administrative Rules Review Committee,
has been named the 2005 Dwight Ink Public Service Award Winner at Iowa
State University.
Royce was presented the award during last week's Building Excellence in
Governance conference sponsored by Iowa State's Public Policy and Administration
Program.
"Joe Royce not only has a strong command of his area of government,
but the manner in which he administers that role is what is most striking
about him," said Kurt Thurmaier, professor of political science and
director of the Public Policy and Administration Program. "Over the
years he has patiently and clearly guided many a state employee through
the complex and often-confusing process of rulemaking."
Royce oversees the State of Iowa's administrative rulemaking process and
serves as legal counsel to the Iowa Legislature's Administrative Rules
Review Committee, a position he has held for the past 29 years. He is
the foremost authority on the state's rulemaking procedure.
The Des Moines resident serves on a variety of Bar Association and governmental
task forces relating to administrative law, particularly rulemaking and
the electronic distribution of rules materials.
Royce holds bachelor's and law degrees from Drake University.
The Dwight Ink Public Service Award honors Dwight Ink, an Iowa State alumnus
who served every U.S. president from Eisenhower through Reagan. Throughout
his public service, Ink had responsibilities for organizing past federal
departments and agencies.
