Urbandale city manager named ISU Practitioner in Residence for Public Policy and
Administration Program
- Robert Layton, city manager of Urbandale, was recently named the 2005-06
Dwight Ink Resident Practitioner in Iowa State University's Public Policy
and Administration Program (PPAP).
Layton has been Urbandale's city manager since 1984, following several years
as assistant city manager for the city of Des Moines. Previously he was
named the PPAP's recipient of the Dwight Ink Public Service Award.
"Bob is nationally recognized as an outstanding city manager and offers
our students and faculty a wealth of experience that will make our students
better public managers in local, state and federal agencies," said
Kurt Thurmaier, professor of political science and director of the PPAP
program.
Layton is a past president of the Iowa City/County Managers Association,
and has served as a board member of Public Technology, Inc. (1995 - 1998),
has served multiple terms as Government Co-Chair for the Greater Des Moines
United Way Campaign (1985, 1991, 2003), and a long list of other contributions
to public service.
Annually the PPAP invites a practitioner in the federal, state or local
government o discuss current issues and challenges facing public managers
through guest lecturers, formal and informal communication with students
and faculty members, and other department functions. The practitioner also
conducts research on an interest or problem arising from their public service
and shares the results with Iowa State faculty, students and other Iowa
practitioners through a paper they write and deliver at the annual Master
of Public Administration graduation ceremony each spring.
Both awards honor Dwight Ink, an Iowa State alumnus who served every U.S.
president from Eisenhower through Reagan. Throughout his public service,
Ink had responsibilities for organizing past federal departments and agencies.
Previous Ink Resident Practitioners include Cynthia Eisenhower, chief-of-staff
for Iowa Gov. Tom Vilsack and former director of the Iowa Department of
Management and Budget, Dennis Henderson, city manager of Clive, Iowa, and
Steve Schainker, city manager of Ames.
The Public Policy and Administration Program is part of Iowa State's Department
of Political Science in the College of Liberal Arts and Sciences. The program's
Master of Public Administration (MPA) is Iowa's only nationally accredited
degree in this field.
