LAS Student Council Constitution and By-Laws

Constitution

Article I - Name
Section A. The name of this organization shall be "Liberal Arts and Sciences Council."

Article II - Objectives
Section A. The objectives of the Council shall be the following:
  1. To advise the Dean of the College of Liberal Arts and Sciences.
  2. To promote a feeling of unity within the College.
  3. To inform department executive officers and students of Liberal Arts and Sciences about Council activities and issues concerning the College of Liberal Arts and Sciences.
  4. To promote the interests of students of the College of Liberal Arts and Sciences.

Article III - Membership and Organization
Section A. Membership

  1. There shall be one representative per department or academic program within the College.
  2. There shall be the following voting positions:
    a. One representative per department/professional school within the College.
    b. One representative for each of the following programs:

    1. Biology
    2. Premedical & Preprofessional Health Programs
    3. Biological/Pre-Medical Illustration

    c. Government of the Student Body (GSB) senators representing the College of Liberal Arts and Sciences shall be ex-officio members of the Council.

    1. As part of the senators’ duties to the College of Liberal Arts and Sciences, all senators shall attend Council meetings in accordance with GSB law.

    d. Any position not defined above that is created by a two-thirds vote of the Council, the Faculty Advisor, and the Dean of the College of Liberal Arts and Sciences on an annual or permanent basis.

  3. The following non-voting positions:
    a. One position for the Faculty Advisor.
    b. Any position created by a two-thirds vote of the Council on an annual or permanent basis.

Section B. Qualifications and Duties of Members

  1. Positions on the Council shall be filled according to the procedures outlined in the By-Laws to this Constitution.
  2. A member of the Council shall be one who occupies a position on the Council.
  3. All representatives shall serve a term of one year.
  4. All members shall be undergraduate students with the exception of the faculty advisor, who shall be a member of the faculty of the College of Liberal Arts and Sciences.
  5. No one person shall occupy more than one seat on the Council, excepting that one person may serve both as a GSB senator and as a representative from a department or program as defined in Article III, Section A, Subsection 2.
    a. In the event that one person occupies both a GSB Senate seat and a representative seat, he/she shall be accorded only one vote.
  6. Two or more persons shall not occupy one seat.

Section C. Removal of a member or position.

  1. A member may be removed from his/her position on the Council by the following procedure:
    a. A petition signed by at least one-fourth of the members and citing reasons that the member should be removed must be presented at a regular meeting of the Council.
    b. At the subsequent regular meeting, the motion for removal of the member shall be a privileged motion.
    c. A two-thirds vote of the seated voting membership, approval of the faculty advisor, and approval of the Dean shall be sufficient to remove the member at that meeting.
    d. If the member has three unexcused absences during his/her term, the member may be removed from his/her position on the Council without the approval of the faculty advisor and the Dean.
  2. A position on the Council may be eliminated by the following procedure:
    a. A petition signed by at least one-fourth of the members and citing reasons that the position should be eliminated must be presented at a regular meeting of the Council.
    b. At the next regular meeting, the motion for elimination of the position will be a privileged motion.
    c. A two-thirds vote of the seated voting membership, approval of the faculty advisor, and approval of the Dean shall be sufficient to eliminate the position at that meeting.
    d. A position may be eliminated without the approval of the faculty advisor and the Dean if said position has not been filled for a period of one year.
    e. A non-voting position, with the exception of the faculty advisor, may be eliminated by a two-thirds vote of the Council only if the position is vacant.

Article IV - Officers

Section A. The officers of the Liberal Arts and Sciences Council shall be the President, the Vice President, the Treasurer, and the Secretary.

Section B. The officers shall be elected from the incumbent voting membership as defined in Article III, Section A. Paragraph 2. Elections shall be held before the seating of new members for the following year.

Article V - Amendments

Section A. This constitution may be amended by a two-thirds vote of the Council’s seated voting membership with the approval of the faculty advisor and the Dean of the College of Liberal Arts and Sciences.

Section B. To be voted upon, a proposed constitutional amendment must have been read at the previous regular meeting.
